OKLAHOMA CITY -- Police find three young kids living in disgusting conditions at a local apartment complex. Apartment managers called police when they spotted three kids, all under the age of five, playing with broken glass in an upstairs bedroom. Inside the apartment was covered in animal feces, spoiled food and bugs.
Both parents Roy Lee Jr. Phillips and Ellizabeth Phillips were arrested for child neglect.
Officers say all three kids were locked in a small filthy bedroom with no furniture and temperatures over a hundred degrees.
"The children had dirty diapers on and they had painted on the walls with their own feces," said Gary Knight.
"It was amazing. It was pure evil," says Mark Johnson.
Both suspects were able to bond out of the county jail. At this point formal charges have not been filed by the DA.
All three kids were taken into state custody.
